vapour emission control systems, approved by that Government based on the standards developed by the Organieation* are provided in [ports and terminals] [shoreside tcrminnls] designated. and are operated safely and in a manner so as to avoid undue delay to the ship.
(4)The Organization shall circulate a list of the [ports and terminals] [shoreside terminals] designated by the Parties to the Protocol of 1997] to other Member States of the Organization for their information.
(5)All tankers which arc subject to vapour emission control in accordance with the provisions of paragraph (2) of this regulation shall he provided with a vapour emission control system approved by the Administration based on the standards developed by the Organization. and shall use such system during the loading of such cargoes. Tankers in service which are not listed with the vapour emission control system on the effective date identified under paragraph (2) shall he fitted with such systems not later than three years from that date.
REGULATION 16
Shipboard Incinerators
(1)Incinerators installed on board ships on or after [I January 2000] shall [comply with] [be approved by the Administration based on] she standard specification for shipboard incinerators developed by the Organization
(2)Incineration of the following substances shall be prohibited:
(a)Annex II and Annex Ill cargo residues and related contaminated packing materials;
(c)garbage containing more than traces of heavy metals; and
(d)polychlorinated biphenyls (PCBs).
(3)Incineration of polyvinyl chlorides (PVCs), in addition to she substances listed in paragraph (2) above, shall be prohibited in incinerators not complying with sIte standards referred so in paragraph (1) of thin regulation.
(4)Subject to she provisions of paragraph (5) of this regulation, no incineration shall take place:
(a)within the Antarctic area as defined in regulation l0(1)(g) of Annex I of the present

Convention;
(b)inside ports, harbours and estuaries;
(c)in its territorial sea, if the coastal State has prohibited incineration and has duly notified the Organization of such prohibition; and
(d)in other areas to be designated by she Organization.
(5)Incineration of sludge in a main or auxiliary boiler shall not take place inside ports, harbours and estuaries.
REGULATION 17
Reception Facilities
(I)The Government of each Party to the Protocol of [1997] undertakes to ensure the provision of facilities adequate to meet the needs of thips using its ports, terminals or repair ports for the reception of:
(a)Ozone depleting substances and equipment containing such subatanees when removed from ships;
(b)exhaust gas cleaning residues; and
[(c) fuel oil not meeting the sulphur requirements of regulation 14] without causing undue delay to ships.
(2)Each Party to the Protocol of [1997] shall notify the Organization for transmission to the Members of the Organization of all cases where the facilities provided under this regulation are unavailable or alleged to be inadequate.
REGULATION 18
Fuel Oil Quality
(1)Fuel oil for combustion purposes delivered so and used on board ships to which this Annex applies shall meet the following requirements:
(a)that the fuel oil shall be blends of hydrocarbons derived from petroleum refining. This shall not preclude the incorporation of small amounts of additives intended to improve some aspects of performance.
(b)that the fuel oil shall be free from inorganic acids; and
